Do Zambian hospitality workers receive 10% tip

There is a law in which all hospitality industry workers are supposed to 10 per cent of tip added to their salary if they manage to lure better clients, serve for those in management.

I don't know who needs to know this as an employer or employee in a hotel, lodge or restaurant.
